Make sure u check to see if the baseboard is BEHIND the tackstrip underneath, not OVER the tackstrip if the carpet requires stretching. It's a strange coincidence that my last 2 carpet repair estimates have had tack installed along the wall with thick 6 inch bb's over the tack. After explaining the baseboards need removal, the customers told me the other carpet cleaners never checked and were giving estimates "a lot lower than you", one took my advice and called my handyman referal to remove the baseboards and I fixed it yesterday. But the other hasn't called back and he was quoted $300 to restretch an entire 4500 ft converted home built like a maze....good luck to them.
