I told him no because you pull it out and you got no pressure regulation.
But why would it spray water besides being old.
No, he can't take it off..
What has probably happend, if the water is coming out of the the hole in the middle of the regulator (?),is he lost the disk behind it some how..
See that thing in there..
If his looks like this that might be the problem..
This is how it should look.. They usually have an extra one in the cap..
I still use the one that is shot on the back side of the spring..

While he's at it have him pull this out and super lube it!! Look at that I just did some maintenance, tell your buddy thanks!
With that type of regulator you want to keep that lubed..
Not sure a quarter will work, but its worth a shot if he can't get parts..

Pressure washer place will have that regulator.
It is a suttner pressure regulator
Most carpet cleaning shops sell this regulator for 100 dollars here it is for less than 30 bucks.
Super lube is the shiznit so do what able told you to do and keep it lubed.
I hope he’s not sensitive
