What do you do when a Pottery Barn type junk rug has the glue seeping through along the edges.

(or at least that's what I'm thinking it is)

"cleaning" it, will not make it magically go away...

If that is what it is, photo doc it for the customer with an explanation. Not your problem

Like I said, I'm not sure...but can't think of anything else why it would have this goo almost all the way around it.

Unless they had it taped down with some duct tape or something similar..
