forgive my ignorance, but what does "EPA approved" mean in regards to protectant?

I wonder if this is nothing more than Colloidal Silica, with some negatively charged anionic naphthalated phenolic resin, and a touch of an acidic soure. It would certainly meet all the claims, if it were.

1. Soil retardant.
2. Stain blocker
3. EPA dfe
4. Encapsulant
5. Inexpensive

Lots of performance holes though.
