Home Depot, or most any hardware store sells separate wheels.
Take one of the existing wheels in to make a match on axle size, and clearance of the machine housing.
Or clean out the lint etc that is clogging on the axle, or just oil the existing ones at the axle.
Lint does gather under the wheel around the axle.
Possibly the axle is rusted, and needs to be sanded clean once the wheels are off. The lube the axle and put them back.
I have done this several times over the years.
