That's how I've always done it. You have to be careful though, if you run it too long on dry concrete you can melt the plastic strands and ruin a new brush. I've done that a few times. Check it every couple of minutes as you are breaking it in.
Also be careful while using this new brush to keep the carpets you are scrubbing well lubricated as you run the very real risk of pile distortion or fiber blossoming with this stiff new brush. I've done that a few times.
The clarify, you should run it on slightly rough concrete like a broom finish. It will take longer to break in a brush on flat finished, sealed or polished concrete.
