Bubble repair advice needed

The church I go to has gdc in the basement on plywood that has some big bubbles and ripples. I need advice on how to tackle this.

There are 2 rooms, one is 20 by 30 and the other is 30 by 50 and the problems is in the middle. I was thinking injecting glue and weights.

The adhesive is called Bubble Glue and you can look up Shagtools.com, I think that is the correct one that has the adhesive.
