I probably didn't handle this question well. I tend to get annoyed by stupid questions.

Should I have just technically lied and said Yes. since my hands are hold the machines to clean the rug? Can this hold up in court?

How do you rug cleaners answer this question?

We don't worry about court. We just wash the rugs. By hand as we don't have automated machinery. We use handheld equipment.

Stress that the first step is dusting(beating) of back side to remove particulates. This can only be done in shop,not in home. You can satisfy hand washing concern by complying ,not too hard if it's 5x7 using quality bristle brush or pool brush with extendable handle.
Once soil loosened and emulsified,it's the copious amount of water that's doing the job
