seems like a few years back Atlanta ran out of water and had to turn off the tap every day. I remember reading something about one of the large soda companies still pumping water out and bottling it.

Nashville had a water ban a few years back (I think after the 100 year flood) but it was only for recreational activities like washing your car or watering the lawn. From what I understood businesses that needed it could go on as usual.
