Cleaning Garage floor

What would work best to remove urine odor from a smooth concrete floor in a garage? At first I was thinking spraying down some Quat A Lot with inline sprayer and then rinsing out with a garden hose. But maybe bleach would work just as well.

rinse and dry
seal with shellac (Zinsser makes a clear one too)
