Do coders tag their work with benign code?

I have just had a new website launched to push my private inspector side more, and I was having some grief with a few bugs. Mainly with the email contact forms.

Anyway, I asked my it guy to get his web guy to chuck an hour at it and resolve a couple of these bugs and I noticed he re wrote the contact.php page with his own code.... That's fine, but when I downloaded it to correct a couple of spelling errors, I noticed some benign code. When asked, he fobbed it off with a shoulder shrug and said its just part of the he code, but won't affect my site.

Coders often times don't clean up there un-used code. My guess is that it's what I call spaghetti and really not hurting anything. Just my thought...
