We do a fair share of sisal Cleaning. Many times we can remove the stains but leave lighter areas. does anyone know what dye would be permanent to dye sisal?

Consider that the people who sell sisal haven't figured out a way to permanently dye it...

Plant fibers always want to return to their natural color. If they're dyed they shed dye, if they're bleached they'll darken again. Nature of the beast.

Yep. Ray is right. Depending on the color, sometime you can do a touch up with tea, however it will not match exactly and can create a bit of a ring.

I have tried tea, on this one it is the wrong color. I have acid dyes for wool and nylon but not sure if they are permanent on sisal. They would give me more options on color variety.

Good ol' Rit Dye from the grocery store might work better than the acid dyes. I believe Rit is a blend of dyes, including acid, that work on a variety of fibers. They have a decent color selection as well.
