The article seems to blame cheap competition and a lack of consumer respect for the "quality" of Iranian carpets for poor sales. They need to think about this a little more if they want to get their industry back on track. (Iranians use diposable foam yoga mats with a rug pattern printed on them instead of prayer rugs. I'd guess practicality is the motivation more than a lack of respect for hand-knotted rugs)

Perception of quality might be an issue outside of Iran, but not in the blame the customer sense. Even before the embargo there were lots of poor quality rugs coming out of Iran, which may have soured buyers who found the weavers in competing countries were making comparable or better rugs. Maybe they have to realize that everyone else has caught up. Maybe they also have to realize that traditional floral patterns are out of style.

Or maybe they have to realize that their government and the mideast in general just aren't popular with Westerners right now, so the plight of the rug factory owner doesn't resonate.
