I don't do any restoration work but occasionally will do some sub-surface extraction with a WaterClaw for clients with small jobs that don't intend to file an insurance claim. Yesterday I had a referral call with a lot of clean water from a broken line to an outside faucet. It was a very nice finished area in basement. I recommended they contact their insurance agent while I got busy sucking the water out. I spent 3 hours extracting and handed off the rest of the job to the restoration company who arrived just as I finished. I am preparing an invoice to send to the owner who will add it to their claim. I really don't know what the acceptable rate for this kind of work is.
