I don't understand

I saw this truck yesterday driving on 8 Mile Rd. The first thing I thought was I didn't know they were still in business. I then noticed the phone number which has a New Jersey area code even though the van is plated in Michigan. Later, when I wasn't driving, I called the number and checked the website and found that both were not connected. I get that maybe someone bought the van but why not spend a few dollars to at least change the phone number?

I do know that Mi has a law that requires the seller to remove his phone number from the vehicle before transferring title....
