Poor Vacuum \Lift

I just installed a Bayco valve on the lid of my Performer 405.
Before starting on the project, I had 10" of lift on the single wand setting, and 13" of lift on the high or 2 wand setting.

Well I cranked the spring on the old valve to get 12" of lift on low and 18" on the higher setting, which is all I could get out of the spring.

I then mounted the Bayco valve on top of the waste tank on the lid.
The Bayco valve is opening at 12" and remaining open no matter the engine\blower speed with both vac ports closed off.
OK what gives, why cant I get 15 to 16" out of this setup?

I cant find any problems, Lid gasket is in OK shape.....????....

When function testing these valves, keep in mind a 15"hg valve should not exceed 15", it will average opening fully about 14" or so.

Also each machine can be a little different, you have to allow for plumbing variances, possible small vacuum leaks etc...

And the final note......Don't fully block off the vac ports and expect the valve to work, it's designed to "cycle" under normal use, so put some hose and a wand on the carpet, and give it a real world test, I'm sure it'll be just fine.
