whats the black cover on top of head of 360, does this stop the the water from flying around the carpet, before there was no covering and it looked better.

That is to protect the head from hitting a baseboard or the leg of a table/chair. It also makes a "steam chamber" to help trap the heat, and does help keep the humidity down a bit.
