Speed 1 and 2 on Vortex

Just looked at a Venturi 777 and they had rigged it so only speed 1 worked . The guy I was talking to said they eliminated the computer that controlled the speeds so it would work that way - heck , I never knew they were computer controlled ( this is a 2000 nissan ud 1400 ) .

Does this make any sense to you guys or have any idea whats going on ??
