Went to a WD job yesterday where the custy had this 20K woven carpet with a Stainmaster rubber pad with a spill guard type moisture barrier. What was weird was the pad was wet to the touch but neither my hydrosensor or meter picked up that it was wet. I guess the rubber would not conduct electric between the electrodes.

Interesting. I wonder how often that gets missed on WD jobs when a Hydrosensor is the extend of testing for some areas.

If I'm not mistaken, its made my Legatt and Platt. They make alot of slab rubber as well as the karastan Pad. I've had no problem picking up moisture beneath rubber pad with moisture probes, but my guess is the top was wet and bottom was wet but the moisture did not go all the way through and if you didn't get your probe pins all the way through, you are correct you would be inserting into a good insualtor.
