Haven't seen the job, but it sounds like it will be a real challenge...

Let's say a couple dozen cats are locked up in a home and left more or less unsupervised for a few weeks. We know that the carpet and pad are going to have to go (and maybe some sheetrock), but what is the best way to deal with the concrete?

If you have a turbo or SX-12 clean the concrete and seal.

If you don't have the above mentioned tools. Clean as best you can with what you have available.

Get Odor Barrier from CTI/Proschoice. It works very well. No foul odor when you apply it.

If you don't have access to Odor Barrier seal with an OIL based Kilz or Binz. The water based is not an odor barrier.

What is everyone else doing with their concrete?

I would do as you suggested. I would clean with the turbo then let odorcide and OSR dwell for 45 minutes, rinse and dry, then use odor barrier or BIN to seal. Kilz needs 2 coats. I make sure to tear out the tackstrip and baseboards as well, check the sheetrock with blacklight and treat it as well then seal. I have had good luck with this method for grout and subfloor. Can also use Judsons Quat in conjunction or instead of Odor/Hydracide.

Sodium Percobonate solution or peroxide mixed with a couple of drops of dish soap. Let dwell and clean with above tools. Seal with Oil based kilz or solvent based concrete sealer. Nasty work.

And the number one tip - Charge a lot. And if you don't know how long it will take - charge by the hour. Personally I don't like this type of work and I refer a contractor to the job. He charges 70 bucks an hour plus materials - including drive time. I would have to charge more.

Same as above, but I would use an acid to clean,or an oxidizer like Walt said.
