The pump out should be wired to the switch at the bottom of the tank not the one at the top. With the top off fill the tank with water and see if the pump comes on when the float goes up. If something is blocking the discharge you might get ahead of a pump out but otherwise it should be impossible without a massive wand flow or flood extraction. Most modern pumpouts push 10-20 gals. a minute

If it's the optional APO that can be ordered with the Titan (Hydramaster Dura-Flow) it's rated 4.5 GPM at working vacuum (14"hg).

Many so-called 20 GPM pumps only output a fraction of the pump's rated GPM when pumping against waste-tank vacuum....

Still - even 4.5 GPM should stay ahead of any sane wand flow.....

is it laid out like this....top float switch is the high level shut off...
bottom float switch is the APO on/off switch...
and the very bottom is where the APO is plumed into the tank.....
