Baseboard solid wood or MDF soiled ?
Was furniture always there?
If MDF doesn't look like there was moisture.
Did you ask the occupaint ?
Did people try to clean the Orange Peel off?
Looks like large dog ...Oil,dirt someone cleaned the shite out of wall.
