If it's within so many feet of a water way. Other than that I think you'd need a complaint and then they would inquire what you were dumping.

I believe carpet fibers would be the biggest concern because they don't break down.

It's been a long while since I got the word from Ohio EPA.
wasn't many regs that I recall state wide.
"X" amount of feet from storm drains, streams and drainage run off, etc

some local municipalities regs could apply though.
that could bite you if caught peeing in the grass
