Why do I get this message even sometimes when I make a long post?

It happens when you quote a post but enter your text before the end

That happened to me too and that is what I figure out as well. If you're quoting someone and are answering inside the quote I don't think the system counts added characters to the quote so you have to type something outside the quote to get it to post.
