Looks to me like it has a couple of very light coats of a water based topical on it.

What do you see?

It's compressed clay, and baked in the sun

This might be what they call Super Saltillo, it's a little harder, and lighter, like this.

It has a finish on it, whether she thinks so or not

Its 500 sq ft a half tank of gas up the mountain so I quoted $500 to clean , buff and apply one additional coat.
I would use a neutral cleaner moderate heat and 700 psi

Or a full strip and seven coats of Lippy Brand Concrete Sealer for 3k.

Worse job I ever did was a floor like that about that size. It took me 3 days to get it off and it never looked right after that. It's almost like that finish is painted on or rather the finish is paint. Not sure what to call it. If you can't do a test section of a five by five square and show her the results I would definitely re-think your prices. I mean up about three times.

That looks like "glazed saltillo".
I would HIGHLY suggest NOT stripping that.
I would only do a turbo clean, and apply a seal coat over the top... and call it done. Make the client aware that some water blisters may show up, and will go away in time.

If you strip that glaze, the yellow strips are hand painted, and will remove with the stripper. It will never be same...

I agree with Lance-A high alkaline cleaner light scrub-turbo if needed-Sparks southwest makes some easy to apply durable coatings that get you off job quick and satisfy the customer.
