What are symptoms of a bad exhaust diverter valve?

I'm trying to troubleshoot a boxxer 421 with 2000 hours. It sounds great but after a job when i turn diverter off and turn down temp the temp stays above 230. it use fall below 170 inside of 5 minutes. The dump selinoid work ok. the actuator does move when i turn diverter on. I need some expert opinions!!

Just a silly question mate: is it possible it needs descaling? I know when mine is scaled up it takes a lot to cool her down.

Pull the hoses off the diverter and shoot some wd-40 inside the hoses. Oil the shaft. When you turn off the diverter the rod should be shorter or inside the diverter. Work the shaft in and out. Its sticking between the shaft and exhaust. Also clean the screen the brass fitting that your diverter hoses go into. Now turn the diverter switch off and on a few times. The shaft should go in and out. Need more help let me know.
What happens when you turn the temp. control valve all the way down. The water should divert to the waste tank.
