You can put down the same amount of water with an upholstery tool as a wand. It just takes a lot longer.

Slurping some water on the carpet as that tool does. Does not constitute cleaning.
Unlike that specific (great) tool that was designed to be a low moisture upholstery tool, I clean carpeted stairs with a tool that was designed to clean carpeted stairs. Not upholstered stairs. Usually at 200 - 300 psi (depending on the carpet), with real jets and real cleaning.
Ain't that some concept?

Here is a pic of some my stair tools. On the left is one of Ron Toney's upholstery tools, does a great job on the bullnose and is dripless. The next 2 have the same flow(4) and are my favorites. The long handles let me stand upright as I clean. Next is a prochem. Narrow little tool, puts a 4 flow down in a much smaller space. Last is a cut down single wand, works well but not as good as some of the others. When I talk about being too lazy to go out to th truck to get the stair wand, I'm talking about myself. I now have a damaged rotator cuff (on my shoulder not the tool) from using a full size wand as a stair tool. I'm 5'10" maybe you taller guys can get away with a little more but eventually it catches up with you
