Dye stabilizer is designed to stabilize or "lock in" the dyes. An acid rinse will help both to "set" any loose dyes as well as rinse away any dyes that are not inside the dye sites (sitting on the outside of the fibers. This applies to both carpets and rugs.

Acid rinses will tend to set only acid dyes.

What you are calling a dye stabilizer, I would call a Dye Transfer Inhibitor.
They work by absorbing any dyes released from the fiber.
They are more effective on both acid (anionic) & disperse dyes, and more expensive.
