Best Way to Get to Decision Maker

I got some suggestions to start calling

children's museums
schools
banquet halls
casinos

Any suggestions on best way to approach and get to
THE decision makers in cases like these?

When I was cold calling id just walk in and ask the first person "can I speak to the person in charge of taking care of the carpet"?
I was always told who it was and often spoke to them on the spot.
Be ready to write the name down and ask for a card if the person is unavailable.

When I first started I did the same thing. Walk in and speak to them. If not there keep coming back until you get someone who will listen, then keep following up. It sucks, but that it how we scraped by in the beginning.
