Blue dyes? Gum is easy.

I keep running into these bright blue and hot pink candy dyes. I can't for the like of me figure out how to remove them. The parents don't know or won't fess up to what they are from. One lady last week said she thought they were silly string left on the carpet and the kids in this rental home were out of control. Any ideas?
