I think you are mistaken.

It doesn't matter if the bin is empty. Has nothing to do with how full the dust gin is....there is a filter and when it gets clogged, the suction takes a hurt. There are instructions for cleaning the filter on a sticker on the machine (at least on mine). The kiss of death for the filter is if you get into really fine stuff or accidentally roll over something wet/damp with the machine on.
