i am pretty sure it "siphons" it in using the positive flow created by the b-air 1 hp air mover. i believe it would work similairly in theory the same way a hydroforce suck in prespray. maybe?

Dealitman is correct. it creates a negative pressure ie vacuum when the air pushes past the opening.

I made a confetie cannon once out of a leaf blower: Used 6 inch pvc pipe with a y joint on it and a hopper.. worked pretty damn well.

However I'm thinking a toilet paper cannon would be cooler myself.

No Adam, there is no way I would pay for something like that. I have enough crap laying around that I could build one. I was looking at building a cannon that used co2, but when I saw this one, I figured it was easier.
I thought it might create a vacuum by the air moving by.
I know what I'm doing this weekend.

Leaf blower? That sounds pretty good too.
