It is a filter process, there is going to be waste... its not that much waste... but it IS waste (high in mineral) water... where does it go?, evaporation... if it makes it to a storm drain, it goes thru the local treatment facility. and back to the faucets it came from.

The Pure Rinse R/O systems use a 3 step R/O to minimize waste... depending on what the TDS is coming from a source, and also what makes up that TDS, will determine the amount of waste produced. In my area, we have some of the worst water in the country, and my system averages a little better than a gallon of good water, to a gallon of waste water. The water is (in most cases) so pure, I can use it do to "spot free" waterfed pole window cleaning... without D.I. (a tds reading under 010 will usually show visibly spot free on glass)
