Looking for best web design for my money.

I can design my own web page, but it will never look professional or I can pay a web designer between $750 to $3,500.

I want to attract high end clientele and commercial accounts. I'm going to send a lot of money advertising my site, so I don't want to waste that money on a chessy looking site.
