If prespray X has a recommended dilution of 2 ounces to 1 gallono of water, and it's rtu ph is 12......assuming that since the average tap water ph in the us is around 8.....it brings the ph up 4 levels to 12....so is it safe to ass-u-me, that if you only mix at 1 ounce per gallon, that the ph will only rise 2 levels to a ph of 10???????

Short answer, no.

There are too many variables including total alkalinity, buffering agents and so forth. pH alone does not tell the entire story.
