You said its intermintent, if the engine is not at full power the blower will not produce as much lift. Does it smell of gasoline while this is happening? Kohlers have a tendency to have coils go bad. With a bad coil it can be intermintent, and you will loose more than 50% of engine power.
I had that happen on a Honda engine. Cracked coil.

If the power is intermittent I would also check your choke connections at the carb. On my Kohler they vibrated off and created havoc for me until I figured it out. Also, check the rectifier, which is a square metal block on the side that acts as a coil. They like to go out.

sometimes when they seem like they are running good then you put them under a load and they seem like it does not want to run.... it is the coil...a good way to check is to run it and then put it under a load and when it bogs down....shut it off and pull the plugs...if any of them are wet then it is the coils went out...and under a load it is not firing on all cylinders....
