PTO Heat exchanger question

I have a Hydro Genie PTO heat exchanger with really bad flow thru it - I mean the coolant flow, not the solution flow. Is there a way to try to improve it or do I have to send it to the shop?

did you put radiator stop leak in it.....?

I haven't but somebody before me might have. Is there a way o clear that out?
