@Acme Rug Scrubbing is having no luck getting that orange tan in a bottle out..

First thought is that after an honest (blunt-ish) conversation with the client and if they try to go further, they'd better sign the client on a big letter release of liability.
To name a few, most chances are: Deteriorating the fabric, matting, thinning & fuzzing it and creating a halo around the stain.

What have they already tried?

I am close to Ron's assessment of this one.

All Solv Xtreme (for the oils) alternated with Avenge Pro (for the solid pigments. When both of those have removed all they can, then a reducer or oxidizer for remain color.

IMHO after the alternating + reduce oxidize, as suggested it will show damage and a halo.
Be curious to see.
