190 is the low limit.....meaning that once the heater cuts off the fan needs to cool the coils down to 190 before the limit switch trips out the fan
230 is your high limit...meaning that the coils can get no hotter then 230 before the fan kicks on..this allows you to get as much heat from the unit with out blowing a bunch of cold air while it is trying to heat up...
if you were to switch the 190 to 230 then the fan would not cool the electric coils and they would burn in half...the coils are at there hottest point when they shut off..this is one reason why it is important to cool them down.........
