"I've seen" is fine but then he used past tense "it was used" instead of "it was being used..." That kind of knocked the whole sentence off the rails.

Now if he had used "I saw ...it was" he'd have been fine.
Could also go with "Last time I laid eyes on....it was" The whole trick is to have the tenses cooperate instead of arguing.
