The portion of the stain that flouresces is the salts. It requires very little salt to produce the flourescence. There are different compnents of the urine that cause the discoloration.

During cleaning, the the salts get disolved in the water and fairly evenly distrubuted wherever the water goes.

Now you extract. Perhaps, you remove 70% or even 80% of the water. Along with 20 or 30% of the water, you also left 20 to 30% of the salt behind.

Just as any liquid stain, during drying, some wicking is occurring. The small amount of salt left behind is now on the surface where the glow can be seen easily.

You remove the components of the stain that cause the discoloration, but often leave some of what causes the flourescence behind.
