It's just a matter of using an unloader that is set up for the pressure range you are looking for. Quite often a device used for pressure washing will utilize a regulator that works fine for an upper range, but without any usable adjust-ability for the lower ranges. When the regulator is close-coupled, almost always an unloader is used to preclude the problem of bypass generated heat that leads to cavitation. But also, such an arrangement makes it difficult to utilize mechanism for wide pressure range operation. Sooo, without extensive re-plumbing, the device is going to be either a pressure washer OR a medium pressure unit, but not easily both.
