The spots have the appearance of flame resistant treatments, and both upholsterers and manufacturers have been known to use flame retardent ticking even if not required.

But those long parallel brown streaks scream "somebody tried to clean it".

So one or the other or both.

You were, of course, wise to not do it.

fire retardant treatment is my guess. Like Fred said, I first thought it was Haitian cotton seeds but if it's poly, then I would go with the retardant, especially if its from the 80's or 90's

I having the same issues. It didnt happen on the cushions, which i test cleaned 1st. But the frame is having those same spots what wick up.
Im thinking its unfinished cotton in the padding and its the seeds- or the cotton was fire retarded-- but the fabric is poly.

Was it just in the cushions of the couch or did the body have the same damage as well?

We used to clean bases only for some clients because they would wash the cushion covers.

I hated it because it took a herculean effort to match the appearance of those washed.

I don't know how much they would draw up or not, since they dealt with putting them back on. I think it depend on the fabric and if you put them in the dryer and for how long.

Personally I wouldn't dry them in the dryer or only for a short tumble and hang them to dry.

However I wouldn't recommend washing or drying them. I'd have concern about it being aggressive on them.
