When do you ask for Testimonials ?

At which juncture do you ask your client for a testimonial ? I have been lacking in getting them, and would like to add them to my site.
Those of you getting video Testimonials, do you offer the client anything special ?

We wait until the job job is finished. Ask the type of people that would be willing to do a video, you can tell, repeats and cheerleaders are good choices.
We don't give them a discount but I give the guy's a tip if they get a good testimonial.
We have been slacking on it too, need a new flip video camera.
