On the app its the three dots on the lower left side.

I'm pretty sure it goes away after 24 hours to keep people from changing their story...

It goes away after a set time depending on user group. In any case it should be enough time to edit mistakes, sober up, etc. it keeps people from going bob foster deleting a bunch stuff which fooks up threads
