The real question is wire tags or plastic fasteners. I prefer the plastic fasteners if the tag catches on something which at some point it will the wire will tear a rug the plastic breaks

You can also get them from from Avery-Dennison and Mutual label in any color you want and printed with whatever you want on them.

In 30 years of using wire ties and Tyvek tags we've never had a tag responsible for any damage to a rug. We had too many tags come off when we tried the plastic tagger.
