What is the best product to remove a yellow urine stain from the seat of a white dining room chair?

I would treat it with an acidic urine remover first, then rinse with a neutral cleaner. If some staining remains, try the peroxide. Some urine stains cause bleaching especially in natural fibres. That can't be removed.

If it’s a natural fiber, look at stain magic for wool.

it basically diluted stain magic cut way down.
So store bought brown bottle peroxide
