Yes it is. It's a big No No !! When Google catches wind of this or a competitor tips them off. Expect Google to give a through spanking. Google Guidelines: "Reviews are only valuable when they are honest and unbiased. Even if well-intentioned, a conflict of interest can undermine the trust in a review. For instance, do not offer or accept money or product to write positive reviews about a business, or to write negative reviews about a competitor. Please also do not post reviews on behalf of others or misrepresent your identity or affiliation with the place you are reviewing.

Yes its a no no, hes a transfer from the ********** guys, and I started doing his web work a few months after he made the post. He did get a smack down and lost two of his reviews, new ones have appeared since then, and he knows it a no no now.
