We do the fringes on the floor as the rugs being cleaned.. I prefer treating them while they are wet on the floor and IF the fringes can withstand a little powerwash- that will get them clean. I find that to be the easiest and fastest way to hit fringes. A long armed pressure washing gun fed with an acidic side rinse at decent pressure can make quick work of it.

If after drying it needs attention, we would just lower the rug down to about eye level or so and fix it that way.
