I'll let Mikey make the call...but if you ask me, I posted my bid at 6:59 and 20-25 seconds later I refreshed my browser again and that's when Randy's bid popped up with the same amount. After that his next bid shows up at 7:00. My understanding is that if a bidding is to 7:00pm that means 6:59:59 is the last bid. Otherwise it would be going until 7:01pm.
